LOS ANGELES, CA, Jul 01 (MARKET WIRE) — Use of hand-held cell phones by drivers declined sharply from pre-lawlevels nearly a year after the state law went into effect last July,according to Automobile Club of Southern California observationalroadside surveys of drivers on Orange County roads.Prior to the law’s implementation, the Auto Club found that 9.3% ofdrivers were using hand-held cell phones.

Shortly after the law tookeffect, July 1, 2008, use declined to 3.3% — a drop of 65% in one month,according to the Auto Club survey. Use of hand-held cell phones has creptup slightly in follow-up surveys, rising to 3.4% three months later, andincreasing to 3.9% in the Auto Club’s 10-month follow-up survey.Importantly, however, hand-held cell phone use remains 58% below where itwas before the state implemented its cell phone law.Two other US localities have hands-free cell phone laws that have beensystematically evaluated. Those locations experienced very differentresults from their laws. In New York State, where a hands-free cell phoneslaw took effect in 2001, almost no effect of the law was found a yearlater. In contrast, Washington, D.C., experienced a reduction of more thanone-third in the use of hand-held cell phones about one year later.”It’s encouraging that California’s experience with its cell phone lawseems far closer to that of Washington, D.C.

Observationalsurveys have been conducted at varying times of the day (morning, earlyafternoon, evening commutes) and on varying types of roadways (freewayentrances and exits, and urban, suburban and small city roadways).”An interesting secondary effect of the California law is that the use ofhands-free devices has also declined over the past year — something wedidn’t anticipate,” said Bloch. “Prior to July 2008, our survey showedabout 3.7 percent of drivers using hands-free devices and we’ve seen thenumber drop steadily each time we conducted the survey. In May 2009 use ofhands-free devices had declined to just one percent of drivers.”A year after the law went into effect, the California Highway Patrol hadissued approximately 112,000 driving citations for violating thehands-free cell phone law. (Adds details, background) Bonds WASHINGTON, July 1 (Reuters) – Members of the Organizationof American States have decided to give the interim governmentin Honduras 72 hours to reinstate democracy or face possiblesuspension, OAS chief Jose Miguel Insulza said on Wednesday. “Basically the decision is to condemn, very clearly, themilitary coup” that ousted President Manuel Zelaya on Sunday,Insulza told reporters after hours of talks at the OASheadquarters. He said the resolution being finished would demand Zelaya’simmediate reinstatement as Honduran president and chargehimself, Insulza, with taking the “diplomatic and politicalsteps necessary” to try and restore democracy in Honduras.

“If within 72 hours the reinstatement doesn’t happen, theassembly .. will meet again to suspend Honduras,” Insulzasaid He said the 72 hours would expire sometime on Saturday. Zelaya vowed on Tuesday to return to Honduras flanked byforeign leaders to serve out his term, defying a warning fromthe government that ousted him that he faces immediate arrest. Addressing the United Nations before traveling toWashington to meet OAS leaders, Zelaya said the Argentine andEcuadorean presidents and the U.N. General Assembly and OASchiefs would accompany him back to Honduras on Thursday.

Insulza told reporters that he was willing to go toHonduras with Zelaya if Zelaya wished it. But the OAS chiefsaid he did not plan to meet members of a delegation that theinterim Honduran government said it was sending to Washingtonon Wednesday.
